Toshiro Hijikata is the vice-commander of the Shinsengumi, who is never seen without a cigarette in his mouth. Hijikata takes his work extremely seriously and is fiercely loyal to his commander, Isao Kondo. Hijikata earns the nickname "Demon Vice-Chief" due to the menacing way he deals with his subordinates. He has a short temper and often threatens his underlings with seppuku. Although Hijikata seems worlds apart from the lazy Gintoki, the two often butt heads due to their shared stubbornness.

Hijikata endured much hatred by his family for being an illegitimate son and felt like he had no place to belong for much of his early life. Hijikata is a very serious young warrior, who even formulated the Kyokuchou Hatto, the 45-point disciplinary manual for all Shinsengumi members, which he implements with an iron fist. In the series, he ends up in possession of a sword cursed with the spirit of a hikikomori otaku named "Tosshi" which causes Hijikata to behave like a typical anime otaku.

Hijikata shares a name with the historical Toshizo Hijikata, the real-life vice-commander of the Shinsengumi, who served as the inspiration for the Gintama character. Hijikata is voiced by Kazuya Nakai in the anime adaptation, with Michael Adamthwaite lending his voice in the English version.
